Maybe not. Though, that's been a topic of debate for a while, online. Some argue it is, because everyone is capable of using magic from the time they're old enough to walk. While hunters are trained to overlook these details, for the sake of protecting the humans, some people have problems with it, even given the level of power all non-humans are capable of wielding, regardless of age.

That ain't too surprising. Androids were kind of a luxury item when they got started. It's only in the last couple years that they started making 'em cheap enough to be mass-produced.
